I think the answer is 11.
The amount of time taken is really used up by the space between each strike.
There are 5 spaces between the 1st strike and the 6th strike. There are also 5 spaces between the 7th strike and the 12th strike. BUT there is an additional space between the 6th & 7th strikes. So there are 11 spaces between the 1st & 12th strikes making 11 seconds.0 -

It's much like the filling the car problem from a few days ago, you start with a chime, which doesn't count as a second, then it takes 11 more seconds until the other 11 chimes are done. (Or 5 more seconds for the other 5 chimes at 6 o'clock.)
Makes sense to me! Which is saying something this morning - I'm frazzled!0 -
