lockesmiths or housing.. whos to blame

having been burgled twice...1st time i thought i made the mistake of leaving the door unlocked but after it happend the second time i knew that a key was used so had to get lockesmith in asap......
as it was nearly closing time my housing office gave me the out of hours number but spend over an hour trying to get through.. so phoned head office 4 advice and they advised me to get a lockesmith in and they would pay 4 it.
so phoned the 1st number i came to.
2 months later i gets a late payment invoice from the lockesmiths demanding the labour 4 the work..spend that friday and monday trying to phone them having got no response the following day i recieves another letter stating they r adding charges 4 late payment which took it nearly double of what there asking.
went to my housing office to find out what was going on they said they r not paying 4 it because i didnt use there lockesmith i explaint couldnt get through and head office told me to get 1 in. they kindly replied we have no confirmation of this and its just ur word, having shown them my phone bill she said i could have phoned them 4 anything doesnt prove a thing..
anyway the bit im confused about the lockesmith company is only charging me 4 the labour. so whos paying 4 the parts.
the bill that day came to over £250 but im only being charged £76 4 the labour.
went to c the locesmith who done my locks and hes backing me up he said i wouldnt have left ur house without payment from u or confirmation from the company to say my housing has agreed to pay.
so whos at fault...
anyway been advised to pay them the £76 coz they r are a big comapany and they will take me to small claims court and then i could have to pay the full lot..so thats what ive done but im thinking the company didnt get the clearence and told the lockesmith they had so thats y im only being charged the labour...

    So you've had a bill for £76, you were expecting the council to pay but because you didnt use the locksmith suggested by the housing they wont pay

    But they told her to get one in when she phoned to tell them she couldn't get through on the out of hours number, so she did do exactly as they suggested x
