Probably - it looks like the chewed-up newspaper variety - effective and cheap but you could do with rather more than you have - recommended up to the top of the joists at least.
The far joists look a little damp though - are they covered in white fungus? If so, the flying insects could be one of the fungus flies - annoying but not harmful in themselves. I suggest you check whether there may be a condensation or similar leak from the duct which is visible. It needs to be checked out as the insulation will not work properly and will spread the humidity which could in turn result in a more serious rot problem later.0
