Can anyone help? I can't find electric boiler/water heater cover?

I'm hoping someone on here can help.
I live in a 3 year old new build flat, which only has electricity and no gas. I have a water heater/boiler and I'd like to get breakdown/servicing cover or insurance but I can't seem to find anything suitable as everything is either for gas boilers or for electric central heating systems. I have electric heaters on the walls, but in 2 years of being there i have never used the heating as the insulation is so good, so i'm not really too worried about cover that includes this (although I don't mind one that does include it).
I have had a lot of problems with the boiler (at the moment it trips all the fuses if i turn it on) so i thinka cover plan will be cheaper than a call out and repair charge.
I've looked at loads of companies and websites but none of their policies seem right for what i need, and my electricity company is Ecotricity and they don't do boiler cover.
Can anyone suggest where I can find something suitable?

 I know that some insurance companies offer this kind of cover as part of their contents insurance. It sounds like you have a problem with the heating element in your boiler. It may be corroded which is causing your electrics to trip. You are probably best off calling either a local heating company or a plumber to check it.
