Student loan regulations

Hi there, I read on the student support direct site that if a student doesn't meet the residence requirements, can still apply for the student loan in certain circumstances such as employed in the UK, ordinarily resident in the EEA for the 3 years immediately before the course's starting date and ordinarily resident in England and Wales.
Is there anyone who knows this specific regulations and eventually a link where I can download them?
