Hi getcarter,
What is your general level of fitness and have you got properly fitting running shoes etc?
This programme in this link is designed for novices but it sounds like you need to go back to basics to get started properly & build up your performance gradually.

My OH used a fleece balaclava from Millets for running on cold winter evenings. They are quite thin so you can roll them up into a hat if you get warm. He found it useful for stopping the bitterly cold air setting off an asthma attack. Mind you in his black tracksters, fleece and balaclava he looked a bit like a burglar.

Maybe not a proper running top but I just wear a fleece top.0 -

You just need to shop around. End-of-line bargains are what to keep an eye out for. I'm just a plodder and get by on Asics/New Balance/Sauncony in 60GBP and less bracket.
As for shin splints ...... do the correct stretches. Please note, I don't practice what i preach
To the OP runnersworld forums are well worth browsing.0 -
