 If you put up lining paper, it might still be a little bumpy and then there are the join marks.  I bought an old house, every wall was papered. I took all the paper off and replastered where the walls off came with it. Best thing ever in the long run as all walls were exposed and could breathe again. I prefer a wall where you can see what you're dealing with to one that's got hidden secrets.
 I think I might get a few quotes, no harm I suppose..just to see....it does look alot better when its skimmed doesn't it? I'm still trying to get the paper off at the moment, its never ending!!:rolleyes: Where the ceiling was redone the paper is ripping parts of that so I need some sharp instrument to score right alone the top, stanley knife or something should do it!

 12 layers is the maximum i ever came across..... my old house hallway...... took me and OH 4 weeks just to strip..... before the days of steamers....... warm water and spnges..,......
