Bank Of England keeps cutting rates, why are some Saving rates still climbing????

yes, I use that website at work (I work in a public library and people are always asking for stuff like rpi and its a quick page to flick into) and its where I have seen LIBOR but what about longer term rates? And, as a matter of interest, what are the 'interest rate swops' on that page? Thanks
