Excessive International Wire Charges

Dont know if this is the right forum for this question so please bear with me.
I recently had to send the equivalent of £320 to a friend in Japan, for which HBOS charged me £20 to complete. All fine so far.
However when my friend checked the amount sent there was only £300 received.
When i queried this with HBOS they advised that the recieving bank must have placed an additional £20 charge onto this money and removed this from the money wired. Whilst HBOS had made me aware that sometimes the recieving bank may also take a charge, they had advised that this does not normally happen and didnt give any indication that if they did it would be so high.
Is there anyway that I can challenge (or even better recoup) this cost?
HBOS advised that they can track this payment if i want but this would cost an additional £12.50.
