17yr old son travelling to brazil for 6 weeks

Can any one help me please - My son is travelling with his father to Brazil 7/7/08 and coming back alone 22/8/08 so will be gone approx 6 weeks. Have tried online insurance quotes and all of the sites come up with "must be accompanied by adult" but surely children of his age travel alone? Anyone offer any value for money insurance companies please
