Ummmmm a few years ago, in my previous house, the garden had 6 ft high fences but also had a climber growing up it. I looked out and saw my triplet kittens (about 4 months) all climbing up and along the top of the fence!

Our latest PyschoKitty (now just a year old) has only been allowed out when we were with him, and he's now quite a home-cat. Sits by the back door and only goes into the garden if we persuade him too or go with him. He's starting to get adventurous if we let him out at 5 am but I'm really glad we took the "only if your accompanied" approach when he was younger.

Thats how we've been its only his 2nd day out so we've been with him all the time and will continue to do so until he seems a bit more confident.

With regards to going outside, you can get a special cat harness which you can use to get him used to outside.
When she goes out on his own, get him into a routine and call him back around dinner time (make sure you've already taken breakfast away earlier!). Reward him with treats when she comes in from you calling.

My kitten got neutered about 3 weeks ago and once she had her stitches out I let her out into the garden. We've got a large garden and so far she hasn't gone any further. I keep checking on her though and calling her back every 15 minutes or so.

We feed him at a certain time at night so he knows in future that when he gets fed and got him coming to you when you whistle...its sooo cute.
