If you a refunding for faulty goods or such like you can always try doing claim for mutual cancellation of the transaction. if the buyer agrees when ebay send him the link then you will get your FVFs back but not the listing fees. That's why scottishchick asked why you were refunding.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. AFAIK it doesn't matter why you are giving the refund to reclaim the final value fees.
On the item page there is a link for 'report an unpaid item' this gives you the option to file that you and the buyer have agreed not to go ahead with the transaction and also an option for 'buyer has returned item for refund'. You should let the buyer now you are doing it first so they know to agree to it (if they don't you don't get the fees back).
Unless you have listed it previously with no sale you also get a relist credit, so list it again from the same page and if/when it sells your listing fees are credited..0
