If your friend has severe and enduring mental illness she should be under the care of a community mental health team, if she is then get her care manager on the case. If she isn't then get her down to your local cmht and get her assessed for support.
Also http://england.shelter.org.uk/home/index.cfm are great for help with all types of housing issues.
www.dialuk.info/ are great for all disability related issues
http://www.mind.org.uk/ are great for info, support and advice on mental health issues
the citizens advice are a good resource too for general info
If she ahs been a patient at her local mental health unit she should be able to contact them for advice on advocates and local charities and organisations

Yeah I can't rate them enough having seen my old patients being helped out so much by them.
I forgot to say that she can get her GP to support her by writing a letter to the council and urging them to move her as her current living situations are having a detrimental effect on her mental state

if you do an exchange you'll need to go to your local council office which should have an exchange book that you can add you name to and look at others that are wanting to exchange...then you approach the other tenent and see if you want to exchange you both go and look round each others house's/flats/etc ...then the council do the rest as it has to go through them...takes about 8 weeks to get sorted...if you want to go private...you'll need a bond...usually a months rent...plus the first months rent...once you have found the place you are looking for...you give 4 weeks notice to the council...hope that helps...ice:D

I am in the same position as your friend. If she has more bedrooms than she needs (say had children and they no longer living there) that helps as you should get lots of points for that and you put in a medical form with letters etc on why you cant stay at your present accommodation, and basicly KEEP RINGING REGULARLY the department that deals with transfers, as from experience they seem to help those who shout the loudest and longest regardles of need to those who sit back and hope for the best. So ring local council/housing !!! and get application form, get lots of letters from doctor and mental health team put them in and make sure they never forget you. good luck0

Just thought my experience may help your friend. I was in a similar position about 5 yrs ago, I lived in a high rise flat & for my health & I got 10 points for a transfer because of abusive/noisey neighbours ( basically party animals that kept me awake all night & I still had to go to work the next day with no sleep, wasn't a gd time) I also got 10 points for needing to be closer to family members for support. Once I'd got these points(I knew others had been rehoused on 20 points) I hounded the council and around 10 housing associations asking to be considered for any house if any were to become available.
After 7 months I got rehoused to a house in a better area and have never looked back. My advice is never give up & keep on at her housing officer weekly, get the yellow pages and ring every housing association in it and ask to speak to someone in the rehousing department, If you don't ask you don't get!!!!! I was housed by a wonderful housing association & I'm a million times happier.
