Block text cursor - how? (confusing)

Right...
When you have clicked on a text place, or replying to this post as such, you'll notice a vertical thin line in front of each character typed.
There is a way I believe to transfer this into an actual black rectangular block of where the character will go. Its not a mouse cursor but a text cursor, and I was wondering how you change it.
