sorry if asked : can i claim if accounts have defaults on them?

hello all, as i said sorry if this has been asked, but, i have outstanding debts which i am only able to drip pay due to keeping mortgage paid as advised by national debt line consumer credit council and others, a sizeable part of these debts towards the end particularly was due to penalty charges put on by bank and credit card companies.

that being the case can i claim anything back which i could then use to reduce the debt making it easier and more likely to pay. i am unable not unwilling to pay my dues and work 2 jobs (not looking for sympathy just demonstrating trying to help myself).

anyway any positive advice would be very welcome.
