Council Tax Single Occupant Advice

Hi,
I have just applied to my local authority for the 25% single occupant discount. Prior to this I had a lodger and then my girlfriend moved in. The lodger has gone and my now fiance has returned to Australia (she was here on a tourist visa and has returned to apply for a Fiance visa, but that is a whole other story).
Assuming I have no problems obtaining the 25% discount, my question is this. When (or if depending on Uk Visa's and the efficiency of the Uk immigration service) my fiance returns, she will be living with me but the condition of her Visa will be that she cannot work or have access to public funds. Does anyone know if this would affect my single occupant discount - I'm guessing it would, but i don't know if she would be officially classed as resident until after we are married.

I THINK THAT you can only assume that if you are at anytime NOT single occupant then you would lose the 25% discount,you could tele the c/tax benefit dept and ask??0

I have asked by email, at the same time as requesting the discount form, but have had no reply and that was over three weeks ago. Ended up requesting another discount form by phone and the person at the council seemed very vague on my enquiry so I thought I would try and investigate elsewhere.0
