sorry but that is over my head a bit (well a lot).
I put the address into the site you gave me the link to but not sure what the info is that came back(?)0 -
the most you can get from an IP check is the person or company (i.e., ISP) that rented that number.
the WHOIS will tell you the current owner (ISP's buy numbers by the thousand then 'sublet' them at random to their customers)
If you really have a reason to say who's using a particular IP, you'd need the police/courts/ISP regulator (hah) to cough up and chase.IT Field Service Engineer, 20 years with screwdriver and hammer

You can not trace it down to the particular home or street, but you can get the general location:
http://www.ip2location.com
They are estimations, and can sometimes be off, but it will give you the general location. Only the ISP itself can tell down to the street, name and house number.0 -

How is it a civil liberties issue? It's no different to being able to look up telephone area codes or post codes and it's a lot less accurate. If I put mine in it comes up as Wolverhampton, I'm not even in the same county, I'm at least 12 miles away from there.It's my problem, it's my problem

No you can't. My ISP is based over near Cheshire. I'm at the opposite side of the country. My previous ISP used to be returned as being in Germany because of the IP address range it was in.
The only thing you are guaranteed to get is the address of the ISP.0 -
I agree with the above.
All you could find out is BT LONDON for example - no way to trace an individual without a HIGH end criminal case, where the ISA is forced to disclose some information - for individuals unfortunately got no hope of tracing.0 -

Did I say it would work always? No. Sometimes it will or will not work.
I did not say it is totally accurate, nor will it ever be totally accurate but sites like that, can be right at some points, I merely posted it for the OP to see for him/herself.0
