Back to the original question, I always inform Council, Water , Electricity, Gas providers of the new teneant's name.
Just saves any problems.

The earlier posts are right that the tenant is responsible for the Council Tax. The landlord or previous tenant should write to the Council to notify them that they are no longer at the property, giving the date when vacated. The new resident/tenant notifies the Council when they start living there. If the house is empty and unfurnished then you can claim up to 6 months free of council tax.
Councils can be strict of the meaning of empty. However, practically, if the property is empty, then the Council cannot see inside as there is no-one to give them access. If someone were to visit and could see furniture visible from the windows or letterbox, then that would not count as empty and unfurnished.
You can also claim exemption for a period if there is major building work and the property is empty for this reason - just worth knowing.0
