i tried to transfer a balance from my wifes capital one card to my 0% barclays card but it was declined. what would be the reason for this? could it be because it was from a card in my wifes name?

No, they normally don't care who's card it is. Was it over the allowed BT amount? I know virgin only allow 95% of your available limitOfficial DFW Nerd Club - Member no. 784 - Proud to be dealing with my debts0

I tried to online b/t from Capital One to 0% Barclaycard and this too was declined. When I rang to query this, I was told that it's rare for online requests to be processed. So, it might be worth ringing Customer Services and getting them to do it. Mine went through no probs.
Can't see it being a problem that it's in anoher name as all they asked me for was the account number, not the name.
Give Customer Services a ring and see what happens. Am assuming you tried to transfer online though?
Hope this helps...

Oh right. I ask because when I tried to transfer a balance from my hideous Vanquis card to a Halifax One card I was told by Halifax that Vanquis do not accept balance transfers!! Luckily it was only a few hundred quid so I paid it off.
I thought it was a bit naughty really because they (Vanquis) are obviously keeping their customers locked into their sky high APR with no way of transferring away.
Might be worth giving GE Money a call to see if they are problem - ie. they won't accept balance transfers.
Regards
