What are they entitled to?

My friend is married to an Australian man, they now have two kids, one nearly 3 and the other is 1. They have lived in Oz since the oldest was born but have now decided to come back to Scotland for a couple of years till he starts school in 2 years time. The husband is working full time and is earning roughly £18000 a year. She isn't working as she has the two kids to look after. They get child benefit. What are they entitled to in regard to working tax credits and child tax credits? Would they be entitled to anything in regard to council tax etc? Any help would be greatly appreciated.
