Painting a room

We are getting quotes for painting a room. They will be putting on lining paper and then painting walls and ceilings.
Is it usual to put one or two coats of emulsion? It is a light terracotta colour and one quote is for one coat of paint and another for 2 coats (the third didnt specify)

On lining paper I always apply two thin coats of emulsion. Makes a much better finish.I find Viagra saves peeing on my shoe.....0
