Can I ask for a reduction in rent ?

Hi,
I rent from an Estate and our water is supplied via a Borehole, which has gone kuput.
They have supplied us with bottled water to drink and a bowser up the road for other water.
As we pay rent for a house that has running hot/cold water, can I ask for a reduction for the inconvinience ?
