I had a visa credit card however got into difficulty paying it and it ended with a Debt Collection agency taking over the account - i have been paying a token payment for a few years now as i am on income support - can i still claim back my charges even though it is with an agency??

Yes you can. But first you should send the agency a CCA request, if they can't produce a valid CCA (Consumer Credit Agreement), then you can stop paying them aswell.
