Draught Puzzle

I recently bought a house - the puzzle is that the top of the house is nice and warm (the property has gas central heating) but the bottom floor including living room and kitchen seems to be constantly cold. The only potential sources of draughts that I can find are either a tumble dryer vent or the window vents which seem to have no option other than "open" - it seems that the previous owner may have broken these.Any other ideas or should I eliminate these first?

Try turning up the boiler controls to max, down the upstairs rads a little and fully open the downstairs rads.
This will balance out the heat/pressure, it's just a matter of playing with the rads until a balance is restored.
