Dog licking other dogs wee YUK!

We have 2 male dogs. A Collie cross staffy and an American Cocker Spaniel.
Our Collie cross has a gross habit of licking where the cocker's "bits" have been... or licking other dogs wee outside.
He then froths at the mouth... it really is gross. How can I stop it? And WHY does he do such a gross thing?
Female dogs I'd understand, but its male too!

Also... they are both quite aggressive with food and toys since I have been pregnant... does anyone know if this will stop once the baby is here? Or will it carry on?My baby boy is now 8 weeks old.
