Barclaycard - decision?

hi,
My father has just applied for a Barclaycard online, now I presumed he would get an instant decision of yes, but he got the same thing I did "we need to look into your application further and will be in touch" etc. Now I recieved a letter from them last week "after careful consideration unfortunately" blah blah. Should we expect the same thing for my Dad? If they dont approve the application straight away are they going to refuse?
My dad has a mortgage paid every month, never missed a payment, other c/c and never missed payments, a loan and never missed a payment. Basically throughout his life he's never missed a payment...
