Finding out a homeowners full name?

I need to send an official letter to one of my neighbours regarding a recent planning application I got approved. I know I could go around and ask but it'll be a 2 hour conversation knowing her (bless her haha). I really have to crack on with work at the moment.
I know their house address but there a site that will list their full name? Like an electoral register thing or something?

I'll have a look at 192 but I remember having a look at this site a few years ago and don't you have to register and pay? I'd definitely prefer a free service if poss!!!0 -
try typing their address into google on the off chance that they are registered for anything lol. sorry I haven't been much help have I!My baby boy is now 8 weeks old.

do you live in a big town? if not could you go through the phonebook and try to find their address, so then the name - I did that once! a small town but still, one has to be motivated!
but then it was in a country with only one phone provider so either they did not have phone or were in "red list", otherwise they had to be in...0 -
visit the local library or town hall to view the electoral register.
