Finding out a homeowners full name?

I need to send an official letter to one of my neighbours regarding a recent planning application I got approved. I know I could go around and ask but it'll be a 2 hour conversation knowing her (bless her haha). I really have to crack on with work at the moment.

I know their house address but there a site that will list their full name? Like an electoral register thing or something?

I'll have a look at 192 but I remember having a look at this site a few years ago and don't you have to register and pay? I'd definitely prefer a free service if poss!!!

try typing their address into google on the off chance that they are registered for anything lol. sorry I haven't been much help have I!

do you live in a big town? if not could you go through the phonebook and try to find their address, so then the name - I did that once! a small town but still, one has to be motivated!
but then it was in a country with only one phone provider so either they did not have phone or were in "red list", otherwise they had to be in...

visit the local library or town hall to view the electoral register.

download the house deeds from landregistry.gov.uk for £3
