Please could anyone tell me if there are any insurance companies that let the second driver earn there no claims bonus

Directline do and I read on here last night that Tesco do too.
Be aware though that the named driver can only use the NCB built up in this way with the original company. Its not usually transferable.
Also consider that the co's might not be competitive on price.
i.e it might cost the policy holder more to start with to take a policy out then when named driver takes out a policy with that co they might be more expensive than a rival co.

If I remember correctly from the advert, Admiral do as well.It's BOUGHT (to Buy), not BROUGHT (to bring) AND you cannot be frauded, only DEfrauded.
