Clearing Kitchen Floor

I want to put lino down in the kitchen, but the floor is in a bit of a state.
I had ceramic tiles down, so these have come up, leaving a residue of tile cement in clumps on the floor. Under this is 2 layers of old linoleum - unfortunately not flat as there are holes in many parts.
Would it be easiest for me to get the whole lot up and got down to the bare concrete, or get rid of the tile cement and fill in the holes in the old lino?
Looking ideally for a cheap, easy, quick method - bu just a cheap one will do

Probably best to get all the old lino off down to the concrete floor then use self levelling compound.
Have fun!0
