Cancelling Credit Cards

To improve my position in the credit crunch I am cancelling credit cards I no longer use.

Can someone please inform on the best way to cancel credit cards?

Also once I've cancelled some credit card companies have good 0% offers as a long term marketing policy.

How long do I have to wait before applying for the same credit card again and being treated as a new customer and getting the 0% offers all over again?

    Phone them up
    Close the account
    Cut up the card

    If you haven't got an account with them any longer then I would say that calls you a new customer doesn't it?
