Telecom firms charges, e.g Virgin reclaim??

I am with virgin for phone, net and tv and pay charges for not paying by direct debit, late payment fees, sometimes too, could I reclaim these back over the years I have been with virgin since they took over NTL who was my old supplier for over ten years? I checked the watchdog site and seen this;
Once Ofcom's final guidance is published later this year, telecom firms will have three months to comply, or face legal action under the 1999 Unfair Terms in Consumer Contracts Regulations
Would I be better waiting till this above has been done?
