Scottish Water Rates

Hi there
Starting to look at properties and the relevant costs involved in Scotland. If you have a Setptic tank i believe you pay less on your water rates, is that correct?
So what would the average rates be for a 3 bed property with a septic tank has anyone got any ideas?
Also if anyone can tell me average yearly cost for house insurance in Scotland too? At present we are in rented accommodation and only have contents insurance, so we realise that these are the extras we shall have to pay but are trying to work out monthly costs for all these details.
Any help i would be grateful thanks
