Are 0871 phone numbers regulated

If you ring an 0871 number should they tell you how much you are actually being charged for the call. I called our local football ticket office today as the match that we want tickets for are likely to be sold out and was put on hold and 10th in the queue. I was then , after 2 hours next in line to be answered. I then was asked for tickets press one and all other press 2. I pressed one and then i was back to 14th in the queue. I have proof of this call on my virgin media bill and i have since found out from the football forum that the ticket office is actually closed on a sunday. The number i called answered and told me to hold. I have a bill for £12.00 plus and no tickets. Is there anywhere i can complain to. I have emailed the football club but don't hold out much hope of a reply and have also emailed the local newspaper too. I am so annoyed that they are allowed to do this. I also did not know that 0871 was 10p per minute.

Ofcom regulates them for nowPhonepayPlus, the premium-rate service regulator, has published a Statement of Application explaining how its Code of Practice will apply to 0871, 0872 and 0873 numbers (087X numbers), when it takes over their regulation in 2008. Calls to 087X numbers generally cost less than calls to premium-rate numbers, and service operators do not always earn revenue from calls, unlike premium-rate service operators. Therefore, the Code of Practice will not apply in full to 087X numbers. Operators of 087X numbers will have to comply with Code requirements on making pricing clear, and informing consumers about expected wait-times, and will have to comply with the provisions on fairness and redress. However, most network operators will not need to notify PhonepayPlus before starting their operation, and will not have to undertake all the due diligence checks on service providers required by the Code.

saynoto0870.com is a website that allows you to find alternative numbers that are either free or a standard geographical landline. You get through to exactly the same service but it costs you less.0

I already use saynoto0870 and there was no alternative number and like i said i needed the tickets. I have registered a complaint with phonepayplus already but i could not tell if they could actually do anything about this. I had a bad weekend really. Firstly i bought a light switch, dimmer with remote some times ago with a 3 year guarantee and then when (as the guarantee states) i wanted to return it to the "supplier" as the gaurantee states, i could not as they say its the manufacturer after 1 year. Then i logged into my virgin media account as i signed up to e billing and i noticed a charge was being added for handling per month of £5. I looked at what this was and its a charge for people that do not pay by direct debit. I have for 10 years paid by direct debit so i called them and was told i would have to call another number to get it back. Then this. I was really fed up by then. The people ripping you off are not the petty criminals....its all the big wigs and you don't stand a chance.0
