Program Removal

If I get shown this, I shall make sure never to forget it again.

You remove a program from the add/remove section of your control panel for the programs.
You do a search for the remaining program files and delete those too.
You change your mind later and decide you want to reinstall the program you removed.

There is a problem.
The program you thought you completely removed still remembers a lot of your old settings.

How do you completely remove a program so it doesn't remember all your old settings when you reinstall?

Can you do this without having to resort to using the registry editor?
I was shown how but that was a long time ago.
