Planning Permission & Velux Windows

Help!!!!! I want to squeeze a bathroom in upstairs by taking some space from the landing and my bedroom. There already is a small velux window on the landing but was hoping to fit a much larger one to give the bathroom more light and also act as an escape route to comply with building regs. My question is: "Do I need planning permission for a new velux window? It does overlook a neighbours garden. I did apply for planning permission for a dormer extension last year but the neighbours objected so have knocked those plans on the head! However, I've now scaled down the dormer plans and now want to build with the current space we have in the house. Also, its much cheaper than extending out!

    You will need to consult your local council's planning department to determine if you need planning permission for a Velux window.

    I presume that the existing small one is really a 'roof light' (how small is it and does it open) and hence I suspect that you WILL require planning permission for the Velux, especially as it overlooks your neighbour.

    Would you be able to see out of the Velux into the neighbour's garden or would you just be able to see the sky? That will have a lot of influence on the result.
