2 small shocks from laptop

I've had 2 small electric shocks from my toshiba laptop in the space of 2 days. Both times the ac power cord has been plugged in, and both times it's happened because I've accidentally touched the bit of metal surrounding one of the USB ports on the side.
I really need this laptop for work, I can't afford to be without it for more than a day, and at the same time I do value my life.
Does anyone know what the problem is? The shock is pretty small - could it be static? We have just had new carpets fitted, don't know if there is a connection there?

Have you tried taking it to another room and checking if you still get the shock maybe one without the new carpets?
If you then don't then its most likely static.0 -

Your laptop is isolated from the mains earth and is in affect known as "floating", the shock you are getting is static build up and when you touch the USB port you are connecting yourself electrically to ground and completing the circuit, their is no High voltage in a laptop apart from the backlight inverter which steps up the DC Battery voltage to around 220V AC in order to drive the back light, this is sealed and completely isolated from the rest of the machine and you
