i try to be carefull when going on payment sites online...i always check for the https and the padlock logo
my question is , are sites that display the padlock and https always genuine or can scammers make the logo appear ?

A scammer can set-up a secure https site, which will obviously make the padlock appear.
Better to watch for the address (URL) in the bar, and enter it yourself, e.g. for paypal always enter https://www.paypal.com/ and follow the links from there as a scammer might set-up a spoof site with a similar address, that looks the same, to trick users into entering details, this is what happens via Phishing e-mails0 -

This is good advice. Don't follow any links (from emails or from sites) which you are unsure of. Always type in the url (as above) and, if something looks suspicious email the company about it. For instance dodgy Payapal sites/email can be sent to spoof@paypal.com.0
