I have two Fixed Rate ISA Bonds from previous financial years and would like to know what is the best ISA to invest in for 2008-09? I am considering leaving it in for the financial year or buying a house so would need access to it without being penalised.
Also, can I confirm that I can only add £3,600 cash to this ISA for this financial year?
