Is MBNA Classic MasterCard = Capital One Classic Visa?

I've noticed MBNA also have a product named "Classic". Does this mean that it is targeted towards people who have bad/no credit history like the Capital One Classic Visa? The interest rate on this MBNA Classic is the highest (at 17.9%) among other MBNA cards.
Anyone have any idea?

Have a look at some of the MBNA posts and you'll see some of their interest rates are making a Vanquis card look appealing
