Cards settled. Can mydad still claim?

My dad got into financial difficulty after years of running his own business. The stress of the personal debt on more than 10 credit cards actually trigerred a degenerative illness, which meant he was unable to work again and the card debts spiralled out of control and he had to sell his shop & home. He is a proud man and would not go bankrupt. The card companies on the whole were completely uncooperative while he was in hospital and unable to communicate and would not talk to me and imposed more and more of these unethical and illegal charges. These charges are what caused his huge debts, without them he would have kept on top of things. His business had improved quite well before he got ill, because he had diversified.
Eventually we had a pot of money to work from and negotiated settlement figures with the banks in order to wipe out the card debts, which left my mother and father with no money and no home.
The question is, can we still go for the re-imbursement of these charges or a proportion of these charges even though the debt was reduced through negotiation? After all, he would have never got in to such debt or had his life ruined if the card companies had not imposed the charges that they had (and dramatically increased the percentage charge after missing a payment).

I recently applied for the same on my cards, some had been settled on a lower figure and some i had paid some in full.
With lloyds, they had given me a lower settlement figure to clear credit card. Recently i wrote to them for charges and made claim for over £300 they sent me the offer eventually and underneath the part that i had to sign i wrote "i assume there will be a cheque issued to me as this account is now closed" and guess what they did. Cant believe it - my advice would be def try it what have they to loose a bit of time and the £10 fee - give it a go!0
