Hi
I got a Google alert about this today, it is a Visa Debit pre-paid card incorporating formal proof of age. It is Visa Debt (not Visa Electron), although it is not an embossed card by the looks of things (we are moving to the 100% authorisation society), and is Chip and PIN enabled.
The card offers additional proof of age, goes down to 12-15 years of age, so it may be of interest to the young person who was looking for a product to use instead of I beleive a SOLO card, that ejones999 (can't recall his new username) delibaretly abused in another post that was deleted. The highest one goes up to 21+.
It also looks like an interesting development from the point of view we might now be getting full Visa Debit prepaid cards, not just Maestro and Mastercard ones (and a very few, relatively, Visa Electron).

oh and this link gives the reason why you cannot overspend on some Visa embossed or unembossed cards. They have a postive authorisation code embedded in the magnetic strip and card Chip, and if the retailer does not read it and go on-line for an authorisation, the bank can bounce the transaction.
