Thanks for the quick reply! Do you know if there is a formal process for applying for a disregard, or is this just at the DWP's discretion? If so, do you know who would make the decision?

Can't give you a difinative answer, but the IS people should be the best place to start. Might be worth having a word with the Council. They will have a section called "Estates" or something similar from where they administer finances for the vulnerable or those unable to deal with their day to day money. I'm sure they will have come accross this before.0

Cheers for that. I will definitely have a word with IS. Sadly I work for the council and this area is not as well understood as one might hope!
If anyone has any further advice on this I would be very grateful.

I would advise reading through the capital part of the Decision Makers Guide.
