the 2 tier rates (i.e. first x units / quarter) only work out cheaper if you use less than the "x" number of units (i.e. the tier 1 unit rates are just the standing charge that would normally apply divvied up over those units) - you may have noticed on the comparrison sites that after a certain ammount of useage, the standing charge and no-standing charge tarrifs from the same supplier come out at the same price.
I would guess that if the usage is constant ( e.g. pumps and heaters run 24/7) it would pay to be on a economy 7 or economy 10 tarrif because the break even points on these are generally arround 20%, so assuming constant usage, on E7 you would be using nearly 30% off-peak
of course it is worth working this out based on the rates which are different supplier to supplier and region to region.
