Landlord woes - help please!

I hope someone can help with these queries:

1. I own a flat and having received no ground rent demand I took it upon myself to send off a cheque for the amount due (one for March 08 and the other for Sept/Oct 07). This was returned to me saying the landlord had changed and I needed to alter my cheque. I haven't received any notice of change of landlord so wrote again to ask for this and re-sent my cheque. The cheque has been returned to me again with a letter saying that the ground rent demand states the new landlord's name and address for service and if I wish I can check the land registry details. Is this sufficient - doesn't the landlord have to send some formal notice of change?

2. The landlord asked me for evidence that I have the flat insured, which I do and which I sent to him. It's a maisonette, there are 3 others. When sending this I asked him to confirm that he had similarly been requested and been provided with proof of insurance for the other flats. He has ducked that question completely. Is he obliged to reply to it and what is the position if the other owners don't have insurance in place? (the lease places the obligation to insure on each individual owner).

3. As I received no ground rent demand payment is past the due date and the landlord is charging a £40 "admin fee". The lease does not provide for this - can he charge this? I've said I received no demand and he has just replied back saying that he sent one.

Any advice would be really welcome.
