My council want to convert a building into a centre to treat drug addicts. It will be by appointment only but I really don't want to have to walk past such a place especially with my young children.
Needles already left around there.
Drug addicts congregating.
Bad effect on community.
Might encourage more drug takers.
How should I word my objection?

with all the reasons you've suggested you do sound like a NIMBY which will probably act against your opposition (also with all your objections, if they instead put it at the hospital then I guess that you and your parents can no longer be treated there due to the safety risks?)
you'd probably have to find your councils local plan and se what their policies are etc., if you can quote policy numbers that it contradicts then they can't ignore those and have to take them into account, though they will likely be taking a kickback from somewhere for having something 'anti-social' I would guess which will work against any objections0 -
Looks like the Home Office has planning guidance on this. If you are going to appeal, DON'T do it on NIMBY grounds (you won't win as they already have answers for such issues), but make it along the different access type issues that they mention (eg insufficient parking).

Just wanted to mention something with regard to the recycling being emptied. I took my local council to the Local Government Ombudsman when I lived at my old house. They were visiting the adjacent sites on a commercial refuse route, without taking account of the impact on residential areas. As a result we were often being woken up at ridiculous hours. I would contact the council and ask at what time they start residential refuse collections (without mentioning why). If they say they normally start at seven, I'd then raise the issue of where you live and ask them to collect at a later time. If it isn't the council collecting I'd liaise with the supermarket and ask them to do the same. hiya, have got the same problem myself (only with a take-away) my local councillor has told me that if i can get 4 objectors the the case has to be called up to the local commitee. dont know how much they can help but phone your local councillor and ask for his advice. good luck0
