What you are proposing is that your mum gets a 0% card and she then Balance Transfers from YOUR Egg Money card, hence putting your Egg Money Card into credit.
This is perfectly acceptable, your mum can Balance Transfer from your card, your friend's card, or just Dave down the pub's card (he may even buy you a beer  )
However, from a legal stand point, once the transfer is done, your mum becomes liable for the debt and making the appropriate repayments even though you actually have the funds via your Egg Money card. Your mum should be aware of this before actually completing the transfer.
In your post you seem to suggest that you would be applying in your mum's name as you share the same address and initial. If this is the case, I would not advise doing this, it could be classed as fraud and could result in prosecution. You really need to explain to your mum what you want to do, and if she agrees then SHE must make the application and initiate the Balance Transfer.
To put this in perspective there is a long running thread on here where a member has been defrauded by his son taking out Credit Cards in his name. He is actually considering reporting his son to the police because he cannot pay the debts back and the Credit Card Company are making demands. So just a warning to be careful.
