I'm not defending ING, I don't understand quite how they work, but they could be perceived, I suppose, as less volatile than some other banks. At least by some people, after all, the high street banks all have plenty of savers on their books, earning pathetic interest rates. Takes all sorts...0

In my opinion, ING were once good, but sadly they've slipped. I recently had an email stating my savings interest rates had dropped again in line with the BoE base rate, so I'm now looking elsewhere for my money that will earn a better interest rate
I personally don't think ING have 'woken up', merely trying to 'butter up' a few existing customers with short-term bonuses in the hope they won't take their money elsewhere
