    I know it's going to help but you say the below neighbours are leaving in august. Tell your friend to get her name on one of the lower floor flats if she struggles to get up the stairs with all the stuff.


    Its the OP's friend and neighbour who is moving back home in August, not the neighbours below.

    Communal hallways and stairs have to be kept free of combustibles and obstructions under the Regulatory Reform (Fire safety) Order 2005.

    Don't want to sound harsh but, as other posters have said, parents need to buy buggies/prams that fit with their lifestyle. You can’t endanger other occupants because you’ve chosen to buy a bulky pram, and the LL/building owner has to meet his legal obligations regarding the common areas of the building.
