Got this e`mail earlier is it a scam?

Hi, received this e`mail earlier .. of course its got to be too good to be true!!

If I was a millionaire/billionaire then I'd employ people just to keep constantly ringing those numbers so no-one else could get through.

110% scam.

Believe it or not though I know someone who responded to one of these thinking it was genuine, before being told it was utter b****cks. It was someone claiming to be from a bank working for the National Lottery, and they were asking for upfront payment for courier fees to get the "winnings" delivered to him. Not sure of the outcome but at the very least the scammer has now got hold of a lot of his personal details..
