Cigarette butts

Did not know where to post this but I was really annoyed this morning to find five cigarette butts spaced out down the centre of my yard. This happens every so often, the guy next door smokes but he doesn't do this, either birds are dropping them or someone is walking by trying to upset me. It looks like someone has been stood in my yard, but there is no ash. Also I went to bed at 11 so it must have been after then.
I can't figure it out, it bugs me every time, but I never find out what or who causes it, my walls are nearly 6 foot.
